Why this check is worth ten minutes
Licensing is the cheapest due diligence available to a homeowner. It takes a few minutes, it is free, and it tells you whether the company quoting your project is operating within the classification and monetary limits the state sets.
Foundation projects also sit squarely in the range where licensing thresholds bite, so the answer is rarely academic.
The $25,000 contractor licensing threshold
Tennessee describes contractor licensing requirements for covered projects of $25,000 or more. Notably, the requirement attaches before bidding or negotiating on such a project, not merely before performing it.
That timing detail matters to a homeowner. A company that is not appropriately licensed should not be bidding a covered project of that size in the first place, so the question is worth asking early rather than at contract signing.
Licences also carry a classification, which describes the type of work the licence covers, and a monetary limit, which caps project value. Both are relevant: a valid licence in the wrong classification, or with a limit below your project value, is not the coverage you need.
Home Improvement licensing: $3,000 to $24,999
Below the contractor threshold, Tennessee has a Home Improvement licence category that applies to covered residential projects between $3,000 and $24,999 in counties that have adopted it.
The state publishes the list of adopting counties. It includes Davidson, Rutherford, and Robertson, which covers a great deal of our service area. Exceptions and scope details are set out in the state’s Home Improvement guidance.
The practical implication: a smaller drainage or crawl space project in Davidson County can still fall within a licensing requirement, even though it sits well below the $25,000 contractor threshold.
What to verify
That the licence exists and is current. Names and numbers can be checked against the state’s published records.
The classification. Does it cover the type of work being proposed?
The monetary limit. Is your project within it?
The entity name. Does the licence match the business name on your proposal, or is the proposal from a differently named entity?
Insurance. Separate from licensing, and worth confirming directly with the insurer rather than accepting a certificate at face value.
Standing. Whether there are disciplinary actions or complaints on record.
How to check
The Tennessee Department of Commerce and Insurance maintains licensing records, and the state’s Board for Licensing Contractors publishes licence information searchable by name or licence number.
Ask the company directly for their licence number and the name it is held under. A company operating properly will provide it without hesitation. Hesitation is itself informative.
Questions worth asking
Which licence classification applies to my project, and what is your monetary limit under it?
Is your licence held under the same entity name that appears on the contract?
Who pulls the permit for this work, and is that in the price?
Do you carry general liability and workers’ compensation insurance, and can I verify it with your carrier?
Will any of this work be performed by subcontractors, and how are they licensed and insured?
Where licensing meets permitting
They are separate systems. Licensing governs who may perform and bid on work. Permitting governs whether a specific scope needs jurisdictional review and inspection.
